In 1851, 2 years before the black ship arrived, Hamaguchi Goryo came back home and worried that foreign ships were able to see in near waters of Hiromura village (current Hirogawa Town). He gathered the men in the village and explained the necessity of national defense. He called them to protect the village by themselves in times of emergency and formed a vigilante in August. The establishment document is a prospectus of Hiromura Sugidan and dedicates to Hiro Hachiman-jinja Shrine where an inauguration for the group was held. He thought that the education of the young man was important in order to compete against foreign countries, and in the following year, he established a practicing place for letters and arms. This is after “Taikyu-sha”. Members of Hiromura Sugidan also focused on the reconstruction of the tsunami in 1854.
